Who needs to be in compliance for the CPUC's GO95?
Under the California Public Utilities Commission’s General Order 95 (GO95), all electrical utilities operating within the State of California are required to comply with the rules and standards in GO95.
GO95 establishes the safety rules, clearances, and maintenance criteria that apply to all overhead line construction and operation to protect the safety of workers, the public, and ensure consistent reliability across the electrical grid.
Compliance is required for both new installations and ongoing maintenance, meaning utilities must follow GO95 specifications not only when building infrastructure but also when assessing and repairing it over time.
Who needs to report data to the CPUC?
Under the California Public Utilities Commission’s General Order 95 and related reporting protocols, reporting obligations are defined by the CPUC’s jurisdiction over overhead electric line safety and inspection, as well as specific CPUC data collection directives (such as those implemented through CPUC Decision and Rulemaking dockets like R.18-10-007).
GO95 Rule 31.2 & 31.4 — Inspection and Maintenance Obligations:
GO95 requires regulated operators to maintain overhead line facilities in compliance with prescribed construction, clearance, and safety standards. Inspection and recordkeeping are intrinsic parts of this compliance work.
GO95 Section 41 — Reporting Requirements:
GO95 mandates utilities to produce inspection and compliance results on a periodic basis. While the CPUC has extended this practice through formal data reporting directives (e.g., CPUC data collection dockets), GO95 serves as the underlying safety standard that triggers the need for documented inspection and compliance reporting.
CPUC Data Collection & Oversight Rules:
The CPUC may issue a Decision or Resolution requiring regulated entities to file inspection results, clearances, and related compliance data derived from GO95-based inspections. This means that reporting obligations are enforced as part of GO95 compliance oversight, even if the specific format or schedule is set by separate CPUC directives.
